    Hey im new and i would like to know where i should get started with making plugins?

    First of all, learn PHP. (Official site: http://php.net). When you think you know everything you need to know, start learning the PocketMine API.
    Take a look at simple plugins, understand the code, and try making your own, or try editing them as your prefferenes. You can also get help from advenced plugin developers from here. I'm sure someone will take his time in order to help you! :)

    No. Only in PHP. You need to know PHP and PocketMine API too. My problem was that I started learning PocketMine API and I didn't care about PHP. Then, I must stopped and learn PHP.

    Yes it is, but not for PocketMine. PocketMine-MP is written in PHP so to extends the it with new features you must develop PHP plugins.
    There are some other server softwares for MCPE. A good example is MiNet (https://github.com/NiclasOlofsson/MiNET), which uses C#. So you can create plugins in C#. (Talking about MiNet). Or BlockServer in Java. (https://github.com/BlockServerProject/BlockServer).

    So in conclusion, you need to know PHP and the API, in order to create PocketMine plugins. :)
