    If your server is of good quality, no restarting is required. For example, LegionPE has run a MySQL server for more than 112 days that handled more than 496205697 queries, and it is still stable without the need of restarting - it is because MySQL has basically no memory leak.
    PocketMine has a memory leak bug that we are so far unable to fix. That's why we need to restart it to clean the memory.
    It has a chance that clearing memory reduces things to process and reduce lag, but it is unlikely to help in this case. Usually, restarting gives you an impression of less lag because there are actually less players online right after restarting.
