Texture packs for Minecraft PE is cool but for servers it will be grate if you can make a texture plugin in that you chose the terrain.png for the server and outer like the char.png. And it will be viewed by every one in the server.

One problem.. Server to Client texture transfer is not yet a feature available in Minecraft Pocket Edition.

This would require some type of modded client. This is for both PocketMine of MCPE and Bukkit of PC: Plugins can only modify what the server has control of. The server has no control over what items/blocks exist in the client's game (meaning mods that add blocks would need a client-side mod as well), and this is also for textures and sounds. PC version is able to have a client, when certain settings are enabled by the player, to automatically download and use a texture/resource pack, but it is still not really done by the server. The server just gives the client a link of where to download it, and the client does the rest. We don't know when or if the MCPE team will add texture pack support, but if you want it, why not send them your opinion through Twitter or email or something (just DON'T spam them or annoy them. Be nice about it :)).

I'm sure that an add-on of Blocklauncher could do such a thing, but something like that would be easy to abuse (even dangerous :/).

Even on PC, the server sends the link of the texture pack. Then the client downloads it and applies it, so we would need a mod.

True, unless it was implemented into the actual game.

Not exactly. Spigot servers can auto download resource packs and save them in the client's server-resource-packs folder in the .minecraft directory.

    Take Hypixel for instance...

Actually no. Spigot just tells the client where the texture pack zip is on the web, and the client asks the player if they would like to download and use it.
