Hmm, everything seems fine. Double check the IPv4 address. Also check the firewall again or completely disable it temporarily to then see if the port is open. The IPv4 ip is the ip you need to put in. No other ip will work.

In my post I said the name will vary since not all routers are the same. This is my router page. Yours can be bit different or completely different. http://portforward.com/ Will help you determine where you setup portfowarding on your specific router. If you need anymore help just let me know .

Ummm.... I inserted the start port and end port.... , the name and the ip.... And i enabled it.

It seems like you have portforwarded other things as well. Does it work for the other applications or games? Because if they do, then the portforward for Minecraft should work unless the firewall is blocking it.
Also don't try to connect to your own server with the external ip if you are using the wifi from the router you used to portforward. The world should show up as a wifi world. If you are at a friends house or another place with wifi then enter your external ip as the ip for the MCPE server and the port is obviously 19132.
if your router is NETGEAR ,you can port foward easily

What OS do you have? By OS I mean the operating system like Windows, Linux, Mac OSX, etc.
