I have been looking at it a lot. The only thing I'm not understanding is the html file, but that's because I don't know any html, (even though technically php can be a part of html). I really wanted to know how PM can be accessed externally, and your plugin teaches me that.

You need to port forward the console port to allow access from outside of the network, similar to the way you have to portforward the pocketmine port to allow outside connections.
Ahh dam, someone bet me to it! Haha I was in the middle of making a plugin almost exactly the same as this, well I guess I don't need to carry on with it as you have already made it
Hello, I am not leaving a bad review because I have not experienced the usage yet, because I get errors from the source saying about errors, then it says CTI or something is not working then it says debug or close program. I press close program and it opens up the source in Visual Studio 2013 and if I press Close Program Pocketmine exits with error code 255. Please Help
That doesn't sound like an error which is caused by PocketDockConsole. Please leave other error/debug information so we can help you.
When I say source I mean the Pocketmine source from Pocketdock console. this is where the error is coming from Pocketmine-MP/src/PocketDockConsole/ it's one of the files in there.
