OMG. I hope this works f'er creepers. I have a plugin which spawns in ALL mobs, but i'm getting hostiles in spawn.... Players have discovered how to make creeper-craters to destroy spawn. UGH.
A plugin that allows mobs and AIs for each of them? Mind if you share the plugin? (Is it aliuiy's plugin?)
OK! Now- you will first need PeacefulSpawn, and DUH NoExplode, along with DevTools. The main issue is that the light level propeties don't work, nor the 'must be 16 blocks away rule' So...You could be in your base sitting happily and a creeper spawns in front of your face in level 11 light. THAT is why I need this plugin. VERY BUGGY, but you can configure drops [with mild coding] and they all work. I dont have the link at the moment but If ya really want it, OK.
