    They're working on making a 0.9-version 1.3.12-version server for the time being while 1.4 is in development. I'm not sure how far they are in development though.

    If they finish that, they should release it. But I doubt they will knowing @williamdtr.

    What @Falk said. Yup, @KnownUnown and I forked 1.3.12 to support 0.9 protocol and called it 1.3.13/Steadfast. I've been experimenting with 1.4 but it still has horrible CPU usage problems when the number of players increases, getting down to 4 tps with 60 players using 2 cores of a 1270v3, where as 1.3 could get by with 60 players at 14 - 18 tps, 16 average, using one core of a 1230v3. I did all the development for the halloween festival on the new version though, so if I can deploy a 1.4 version, I will. 1.4 is really awesome at a ton of things and I've come to prefer the new APIs over the old ones by a pretty large margin. They're much more consistent and integrate wonderfully with an IDE.
