Can i make a Plugin in IOS no OSX
Well, you can code with an ios app. I don't recommend you do as most coding apps are terrible, as if they where designed to let people make text files. (bad syntax detectors, some don't use colors, and are not smart as computer IDEs)
I wrote and pushed all my original plugins entirely on iOS. I used Textastic ($9.99) to write them and iCab Browser (?) to upload them. I also have Draftcode ($9.99) which allows running PHP scripts locally (can't run a full plugin, but still useful). So, to answer your question you can make plugins on iOS, whether you should is a different matter entirely.

As @Falk recommend... You can use "Textastic App for iOS" to code PHP, it's not an IDE, but it will help you, I have also coded using Textastic ^_^ it's awesome
