A pmf is a compressed, encrypted file. This is to make it load faster and make ppl not spy into it. And for decompiling use pmfdecoder, get it at github somewhere or google it. Use http://forums.pocketmine.net/plugins/devtools.208/ to create pmf plugins. I hope I could help you
I know @wies made a PMF decoder plugin, but I forget where he posted it. I just make sure it is in an accessible place on my PC I know your frustration with PMF files. As a learning programmer, you can't see the code and learn from it, as a server owner, you can't change some of the wording of the messages or change some small things to better fit your needs, etc, but ultimately, it is the plugin developer's decision to release the source code or not.
