Im not sure how to explain this to be honest ...
The block decimal is the weird part , this is like the extra bit to the block id ...
Only blocks with multiple types have decimals so if you want stone just put 0 for block decimal
but if you want something like magenta wool then the id would be normal wool's id (35) and the block decimal would be 2 ... if you need help ask and ill explain it better but if you understand then the link to all the decimals are here:
go near the bottom and from there you are looking for the numbers labeled in a grid under either DEC or Value!
Bounce Factor :
This is how high you bounce and its pretty simple ...
I think 40 is around the maximum and anything over doesn't work (Not 100% sure i only tested 50 and it didnt work then i tested 40 and it did ) Then anything below is less bouncy
40: Very very high
30: Very high
20: Pretty high
10: realistic high
NOTE: you can use any number you like , it doesn't have to be a multiple of ten it could be 27 24 13 18 31 29 ...anything but again bare in mind over around 40 doesn't work

This is for a version where ONLY if your are an op then you bounce , if you aren't then nothing happens
