do I need a certain web browser? what web browser are you using?
This most likely won't work, but try to set a default program for phar files (like, a hex editor, etc.) and download again. I guess this doesn't help though.
I don't know why your web browser thinks .phar is a text file, but anyway my server now sends the Content-Type header and your browser will download the file.

No. It just turns new API plugins from source to phar archive or from phar archive to source (contained in a zip archive).
So it's more of making code into a compatible plugin?
No. It changes source code ZIP archives into phar archives, but it has nothing to do with old API plugins.
